They're supposed to be descendants of burros used by the army 100 years ago out here. I chatted up a local Oatman resident while Carolyn fed carrots to the burros. Apparently, the townspeople keep the burros fed when tourists aren't around because the burros are the only reason tourists come to this town now that Route 66 doesn't carry much traffic anymore. The townspeople manage the herd by capturing all the males when they reach puberty because the burros are tamer when there's only one male. That male does his job, though. He keeps all the post-pubescent females barefoot and pregnant all the time. All the other males are adopted by people who like to adopt burros. That's Carolyn feeding the burros in the middle picture. The reason for the stickers on the baby burros is to remind the tourists that they're not supposed to feed the baby burros. The babies need to stay on breast milk.
